Provided are a membrane electrode assembly for a fuel cell, and a fuel cell system using the membrane electrode assembly which is improved in efficiency and output. The membrane electrode assembly comprises an anode and a cathode which are located so as to face each other; and a polymer electrolyte membrane(48) which is located between the anode and the cathode, wherein at least one of the anode and the cathode comprise an electrode substrate(42) and a catalyst layer. The catalyst layer comprises a first catalyst layer(44) which is formed on the electrode substrate and comprises a support and a first metal supported on the support; and a second catalyst layer(46) which is formed on the first catalyst layer and comprises a second metal. |
