A breathable, water resistant fabric comprising a reinforcing layer, a barri er layer applied to the reinforcing layer and a a breathable first protective layer covering at least a portion of the barrier layer. The reinforcing layer has a first side and a second side and includes a plurality of openings or passageways extending between its first and second sides to render the reinforcing layer breathable.
