A driving device and method of a plasma display panel are provided to secure a simple structure without using switch elements of high voltage and to execute driving at low voltage by decreasing peak voltage of reset pulse. A driving device of a plasma display panel includes a scan driving unit supplying a first pre-reset pulse to a scan electrode(Y) of a panel capacitor before a reset period(RP), resetting the panel capacitor during the reset period by using positive set-up waveform and set-down waveform, and driving the scan electrode of the panel capacitor during address and sustain periods(AP,SP) by using scan voltage(-Vy) and sustain voltage(Vs); a sustain driving unit supplying a second pre-reset pulse with the opposite polarity to the panel capacitor correspondingly to the first pre-reset pulse before the reset period and driving a sustain electrode(Z) of the panel capacitor during the reset, address, and sustain periods by using the sustain voltage; and an address driving unit driving an address electrode(X) by using address voltage. The peak voltage of the positive setup waveform is equal to the sustain voltage.
