A staircase structure of a construction for the handicapped and a baby is provided to construct the staircase easily by simplifying the manufacturing process, and to move a wheelchair or a baby carriage conveniently by forming a gentle slope. A staircase structure of a construction for the handicapped and a baby includes a turning stair frame(10) converted into a slope by operating a cam(40), a fixing bar axially supporting a front turning bar of the turning stair frame, a lift support bar(30) lifting up and down a shaft hole of a support bar of the turning stair frame in operating the cam, the cam pushing up and puling down the lift support bar by tare, and a motor actuating the cam with a switch(52). The turning stair frame is transformed into the staircase or the slope by moving up and down the lift support bar in turning a camshaft to easily move the handicapped, the old or a baby.
