A device and a method for designing a backlight is provided to clearly present a reference for an LGP(Light Guide Plate), and enable a user to easily and precisely design a light reflection surface through a window-based UI(User Interface). A layout setup part(200) provides an LGP layout window for setting up a specification of the LGP and a position/pattern of a light source through the window-based UI, and provides an LGP layout according to a value inputted through the LGP layout window. A pattern data generator(210) provides a pattern data setup window for setting up a fill factor value corresponding to a vertical/horizontal position from the light source and an interval value between patterns through the window-based UI in the LGP layout, and generates the pattern data inputted through the pattern data setup window. A fill factor corrector(220) provides a fill factor correction window for displaying the LGP reflecting a pattern data value with a gray level or virtual color image, and increasing or decreasing the fill factor of the LGP globally or locally based on the image.
