PROBLEM TO BE SOLVED: To provide a novel surface emitting laser structure in which a multilayer film reflector is required neither above nor below an active layer. SOLUTION: The surface emitting laser comprises a two-dimensional periodic structure 101 composed of an active material having a gain in a specific wavelength region of electromagnetic wave, and a reflector 202 arranged oppositely to the two-dimensional periodic structure while spaced apart by a predetermined distance. They are arranged to cause laser oscillation. The two-dimensional periodic structure is formed of two-dimensional photonic crystal composed of a dielectric and a resonator is constituted of a pair of reflectors combined with the reflector 202 thus causing laser oscillation.
