PROBLEM TO BE SOLVED: To maintain performance of removing foreign matters deposited on an electrifying member, over a long period of time. SOLUTION: An external additive depositing on a photoreceptor drum 11 is transferred to deposit on an electrifying roll 8, and the external additive transferred/depositing on the electrifying roll 81 is further transferred to deposit on a cleaning roll 82. The external additive transferred/depositing on the cleaning roll 82 aggregates to form an aggregated external additive, while held by the cleaning roll 82. The aggregated external additive is then re-transferred to deposit from the cleaning roll 82 onto the electrifying roll 81. The aggregated external additive transferred/depositing on the electrifying roll 81 is further transferred to be deposited on the photoreceptor drum 11. In order to easily transfer the aggregated external additive depositing on the electrifying roll 81 to the photoreceptor drum 11, the contact angle of the water of a nylon resin layer 81c formed on the surface of the electrifying roll 81, is controlled to be larger than the contact angle of the water of the photoreceptor drum 11.
