PROBLEM TO BE SOLVED: To inexpensively and highly reliably measure an upwash angle of wind blowing upon a rotor of a horizontal shaft windmill. SOLUTION: One anemometer 5 is arranged above a nacelle 3 for supporting a rotary shaft A of the horizontal shaft windmill 1, and the other anemometer 6 is arranged in a position different from the anemometer 5 in the rotary shaft A direction and/or the vertical direction, and the upwash angle is calculated on the basis of a wind speed, for example, the wind speed ratio respectively measured by both anemometers 5 and 6. When using the wind speed ratio, correlative data for indicating a correlation between the wind speed ratio and the upwash angle is made by an experiment and a calculation, and is prestored in a memory of a control device of the horizontal shaft windmill 1, and the upwash angle is calculated by referring to the correlative data by calculating the ratio of a measured value of both anemometers 5 and 6 when measuring the upwash angle.
