PROBLEM TO BE SOLVED: To form a powder compact product having a stepped shape with a thickness difference in the compacting direction, in which the scatter of the density is small, the density is high, and there is no crack. SOLUTION: A powder compacting die is composed of an upper punch 1, an upper die 3, a lower punch 2, and a lower die 4, which are coaxially arranged. The upper die 3 with a first through-hole 5 having a relatively large axial section area is arranged on the side of the upper punch 1 facing to the lower punch 3. Further, the lower die 4 with a second through-hole 6 having a relatively small axial section area is arranged on the side of the lower punch 2 facing to the upper punch 1 so as to adjoin the upper die 2. The stepped shape powder compact product is formed by compacting the powder material 7 supplied into the forming space formed by the first through-hole 5 of the neighboring upper die 3 and the second through-hole 6 of the lower die 4 through the vertical relative movement of the upper punch 1 and the lower punch 2.
