<P>PROBLEM TO BE SOLVED: To provide a scalable video coding algorithm. <P>SOLUTION: A video coding method comprises a step of eliminating temporal duplicating of a frame in order of limited time level, and a step of quantizing the conversion coefficient obtained from the frame from which the temporal duplicating is eliminated to generate a bit stream. A video encoder comprises a temporal converting part for executing the process, a spatial converting part, a quantizing part, and a bit stream generating part. The video coding method is basically in the reverse order of the video coding. The video decoder decodes by interpreting the input bit stream and extracting information required for video decoding.
