<P>PROBLEM TO BE SOLVED: To solve the following problems by using a luminous material as a new light emitting source: wherein an illuminating light source and a power source facility caused by this light source are required in a reflecting sheet and a light emitting diode (LED) indicating lamp used at night in an existing road safety facility, wherein a display plate using a reflector and retroreflection is relatively inexpensive but cannot continuously emit the light by itself; and wherein the possibility of causing an accident is thought by delaying in grasping a state in visual observation by the headlight reflected light of a vehicle. <P>SOLUTION: The using luminous material is an afterglow type pigment, and is superhigh luminance/long afterglow, and emits the light by activating energy by itself when irradiating non-ultraviolet light such as the sunlight, a fluorescent lamp and an electric lamp. A luminous tube being a light emitter including the luminous material or applied to a surface is made to continuously emit the light by itself. A power source is supplied to the LED 4 by a solar battery 5 of an upper part and a control part 6.
