PROBLEM TO BE SOLVED: To monitor a specific object such as a person all day and night over a wide range in relation with the background, and to clearly specify relative position in relation with the background of the object in an infrared image picked up by means of an infrared camera. SOLUTION: A color image corresponding to the image pick-up position of an object in a panorama color image picked up previously by a camera unit 2 and managed/stored in a server 53 is superposed on an infrared image obtained by picking up the object by means of an infrared camera 82 while controlling the photography direction to a desired direction within the photography range thus creating a composite image which is ten displayed on a display 6.
