A form panel (1) doubling as substrate for interior and exterior materials capable of forming square bar-like substrates (4) for interior and exterior materials are formed on a concrete skeleton after concrete is hardened. A form construction method is characterized in that vertical grooves (3) of a recessed shape in cross section are formed in the surface of a form (2), the square bar-like substrates (4) for interior and exterior materials are inserted into the vertical grooves (3), and after the form (2) is assembled and the concrete is deposited therein, only the form (2) is removed and only the substrates for interior and exterior materials are fixed to the concrete skeleton.
