摘要 <P>PROBLEM TO BE SOLVED: To restart a fuel cell in a stable state when a power generation ability is deteriorated during the stop of power generation operation of the fuel cell. <P>SOLUTION: When it is determined that the power generation ability of the fuel cell is deteriorated during the stop of the power generation operation of the fuel cell in stop/restart operation (S140), an excessive supply amount of an oxidization gas and a fuel gas is set corresponding to a deteriorated state of the power generation ability of the fuel cell (S160, 170). At that time, an excessive amount is set so that the lower the power generation ability, the more the entire amount of the oxidization gas and the fuel gas supplied to the fuel cell. The power generation operation is restarted while supplying the set excessive supply amount to the fuel cell (S180). Then, normal operation control is executed (S120). In this way, when it is determined that the power generation ability is deteriorated during the stop of the power generation operation, the power generation operation is restarted in a state capable of easily generating power.
