PROBLEM TO BE SOLVED: To provide a tensioner lifter with a tensioner body and a plunger energized with a spring so as to protrude one end from the tensioner body and slidably fitted to the tensioner body, for imparting tension to an endless transmission belt while restricting the return of the plunger in the non-operated condition of the endless transmission belt and for damping the tension of the endless transmission belt in the operated condition. SOLUTION: A hydraulic pressure chamber 35 is formed in the tensioner body 18 to face the plunger 19 at its other end. An inclined part 25 which is inclined to be farther from the outer peripheral face of the plunger 19 as tending to the direction of energizing the plunger 19 with the spring 20 is provided on the tensioner body 18 outward of the plunger 19. A wedge member 21 which has face contact with the inclined part 25 and the outer peripheral face of the plunger 19 to lock the axial movement of the plunger 19 is arranged between the tensioner body 18 and the plunger 19 so that it receives the hydraulic pressure of the hydraulic pressure chamber 35 to cancel the locked condition.
