PROBLEM TO BE SOLVED: To prevent from generating microbubbles by cavitation. SOLUTION: An apparatus for generating a fluid is constituted that a fluid mixing part 4 for mixing a plurality of fluid materials and the fluid mixed in the fluid mixing part 4 are introduced via a fluid introduction pipe 5, a first bubble crushing means 7 for crushing bubbles included in the fluid via a plurality of narrow and long conduits 16 and the fluid including bubbles subdivided by the first bubble crushing means 7 are introduced into a bubble crushing chamber 8 which interior room is enhanced by irregularly folding, turning over and twisting bubble crushing braids 11, and an introduction part is inserted to a second bubble crushing means for crushing bubbles included in the fluid and the bubble crushing chamber 8 in the second bubble crushing means, and is provided with a fluid guiding pipe 12 including bubbles sending out the fluid including bubbles crushed in the bubble crushing chamber 8 from the bubble crushing chamber 8.
