A method for preconditioning water for electrolysis is provided. The method includes adding ozone to the water, and passing the water through a magnetic flux. The method may further include filtering water received from a water source prior to adding ozone to the water, irradiating the filtered water with UV light prior to adding ozone to the water, and/or passing the water through a magnetic structuring stage. The method may be utilized as part of a method for producing and tuning super-oxygenated and structured water.
