A reflection sheet 12 is arranged on a back surface 14 side of the light guide plate 10. A cover member 8 of the LEDs 7 is arranged in the emitting surface 13 of the light guide plate 10 and near the incidence plane 11 side. A light diffusion member 6, a first light control member 4 and a second light control member 5 are arranged in layers by turns in the emitting surface 13 in which the cover member 8 of the light guide plate 10 is not arranged.
