<p><P>PROBLEM TO BE SOLVED: To provide a ground speed measurement device, and a vehicle for measuring a ground speed by using the existing configuration for the vehicle. <P>SOLUTION: The device freely rolls at least one wheel among a plurality of wheels (S15), and calculates a peripheral speed of the free rolling wheel (S16). Then, the device calculates a ground speed of a vehicle on the basis of the peripheral speed (S17). Thereby, the device can measure the ground speed of the vehicle at low costs and stably by using the existing configuration thereof. That is, the device can measure the ground speed by using the existing wheels for the vehicle. There is no need to separately prepare a device such as a fifth wheel and an optical sensor like a conventional one.
