<p><P>PROBLEM TO BE SOLVED: To correspond a large rotation angle of a rotating element, and to certainly accomodate the excessive length of a wire harness, by wiring the wire harness on the rotating element relatively rotating such as a door or a seat of an automobile. <P>SOLUTION: The rotating element 3 is rotatably coupled to a base element 2, and the wire harness 5 is wired from the base element to the rotating element. A moving member 8 is provided on the base element 2 or the rotating element 3 so as to move forward/backward, and a harness supporting portion 9 is provided on the moving member. The harness supporting portion supports the wire harness 5, and harness excessive length accomodating mechanisms 1, 33 accomodating the excessive length of the wire harness by driving the moving members 8, 8' with driving members 6, 10, 42 at the time of rotations of the rotating member are adopted. The moving members are racks 8, 8', and the driving members are gears 6, 10, 42. The gear 6 is provided on the hinge shaft 4, and the gear 42 is driven by a motor 34 rotating the hinge shaft 4.
