PROBLEM TO BE SOLVED: To effectively improve a fuel consumption even if an electric system uses a storage apparatus having a restriction of charging and discharging. SOLUTION: Early consumable power is calculated as power early consumed by a power demand in an electric load (S203). A calculation for determining distributed power supplied from power suppliers and minimizing a power cost in the whole electric system is implemented based on the power cost, the power required for the electric load and the early consumable power (S210).
