PROBLEM TO BE SOLVED: To provide a tool changing device capable of preventing cutting chips from scattering from a cover opening to the outside of the machine, and from sticking to a sliding part or a gripper during tool changing. SOLUTION: A tool magazine 42 holding a lot of tools is disposed on the outside of the cover 62 disposed so as to enclose machining area of a third spindle 6. The cover 62 has a tool insertion hole 62c which projects the tool held by a tool holding part 6c of the third spindle 6 to the out side of the cover 62. The tool is projected from the tool insertion hole 62c to the outside of the machine, and the tool is changed in such a state that the tool insertion hole 62c is blocked by the tool holding part 6c.
