PROBLEM TO BE SOLVED: To perform the starting control of an application while preventing the illicit use of the application. SOLUTION: An agent provides a confirmation device with an application in selling the application to a user. The confirmation device stores a first public key certificate. When the application is started, starting is instructed to the application after the confirmation device is connected to a client terminal. The application reads the first public key certificate from the confirmation device to confirm the validity, and transmits a serial number described in the first public key to a management center. The management center returns starting information corresponding to the serial number to the client terminal, and the application is started while limiting functions usable by the user according to the starting information.
