PROBLEM TO BE SOLVED: To prepare a changer control program capable of reducing carrying-in/out frequencies in process of a schedule by carrying out proper tool holders when carrying-in of the tool holders is required in process of the schedule since the number of the tool holders to be used in the one schedule is larger than a mounting possible number in a machining machine. SOLUTION: This device is provided with an in-process carrying-out tool holder selection means 42 for fixing the tool holders 7 to be carried out for carrying-in when the tool holders 7 are carried in the machining machine 1 in the process of the schedule since the number of the tool holders 7 to be used in the one schedule Sch is larger than the mounting possible number of the tool holders 7 in the machining machine 1.
