PROBLEM TO BE SOLVED: To provide an electrostatic atomizing device which saves the time and effort for water supply and deposits removal and quickly generates charged particulate water by adopting such a structure that a discharge electrode is vertically installed on a cooling plate of a Peltier unit, and which certainly prevents insulation between the discharge electrode and the Peltier unit from being destroyed by invasion of water and saves the Peltier unit from a short circuit. SOLUTION: In the electrostatic atomizing device which forms dew condensation water by cooling the discharge electrode 4 vertically installed on the cooling plate 2 of the Peltier unit 1 and generates the charged particulate water by applying high voltage, the cooling plate 2 is housed in a housing frame body 17 and an opening end part 18c is fixed to a heat radiating plate 3 with the discharge electrode 4 inserted into a through hole 20 penetrating through the housing frame body 17, and further the housing frame body 17 is adhered to the cooling plate 2 by a seal layer L and the through hole 20 is sealed.
