A hydrogen production apparatus capable of producing a hydrogen-containing gas at low temperature. There is provided a hydrogen production apparatus capable of decomposing a fuel containing an organic material to thereby produce a hydrogen-containing gas, characterized by including diaphragm (11), fuel electrode (12) disposed on one major surface of the diaphragm, means for supplying a fuel containing an organic material and water to the fuel electrode, oxidation electrode (14) disposed on the other major surface of the diaphragm, means (15) for supplying an oxidizer to the oxidation electrode and means for generating a hydrogen-containing gas and taking the same out from the side of fuel electrode and characterized by arranging a region where the supply of the oxidizer is short on the side of oxidation electrode. The region where the supply of the oxidizer is short can be provided by means, such as performing of masking (14M) on part of a gas diffusion layer of the oxidation electrode (14).
