The system has a duct that is connected with two pipes (2, 3), where the pipes have openings (4) in sub-areas on a lateral surface. The pipes permit discharge of water, and a throttle for accumulating water is arranged in the duct. A spillover enables passing of the accumulated water and is provided at the same height or upstream to the throttle, where discharge is fluid connected with the pipe (3) downstream of the duct.
