A traveling control apparatus for a moving robot and a method thereof are provided to reduce a whole cleaning time by removing a repeated cleaning section through a driving algorithm based on a fractal theory using a self similarity and recursiveness. In a traveling control apparatus for a moving robot, a traveling mode setting unit(110) sets a travel mode by users. A sensor unit(120) detects a cleaning environment through a detection of distant and close obstacles. A fractal engine(130) determines a traveling method according to the cleaning environment detected by the sensor unit and provides information of a moving path. A driving unit(150) drives a traveling device. And, a traveling control unit(140) controls a movement of the robot by controlling the driving unit.
