<P>PROBLEM TO BE SOLVED: To make a correspondence capable to the occurrence time of a trouble and system switching or the like in advance capable, by analyzing right or wrong and the like of power transmission relating to a sound power interruption interval when the trouble occurs for the present load condition. <P>SOLUTION: Referring to a system data base 14, from a load of a distribution line input from a remote supervisory control unit 10, the load of each interval belonging to the distribution line is generated in an interval load data storage area 13, additionally extraction 15 of a trouble occurrence interval is executed with possibility capable of generating a power transmission procedure to the sound power interruption interval except a trouble interval when the trouble occurs, to make an analysis objective system 16.
