<p><P>PROBLEM TO BE SOLVED: To provide a program for vehicle control and an electronic control device for a vehicle, which develop an application program without taking the insertion and drawing-off of component into consideration on the application side, and reduce the development costs. <P>SOLUTION: The program for vehicle control includes a program for a platform layer 22 emitting an engine stop signal from an eco-run 32 to an engine ECU 5, transmitting an electric charge request signal from a power supply manager 34 to a start charger 33, and emitting a start signal from the start charger 33 to a starter motor 2. With eco-run based the contents of a database showing existence or non-existence of application, hardware, and communication node, a start request signal from the eco-run 32 is transmitted to the starting charger 33, and without the eco-run, a normally Off signal is transmitted as a start request signal.
