PROBLEM TO BE SOLVED: To reproduce recorded video information concurrently with recording a program into a recording medium on a disk, and therefore stably perform rotation control during recording when recording and reproduction are alternately repeated. SOLUTION: Recording and reproduction are alternately performed by using recording/reproduction means with respect to a recording medium, thereby recording of an input signal into a particular recording medium and output of a recording signal from the same medium are concurrently carried out. Moreover, rotation control according to a recording control method is performed during recording, and rotation speed in changing from recording to reproduction is kept during reproduction, thereby rotation control during recording is stabilized.
