PROBLEM TO BE SOLVED: To provide an aqueous water repellent for the treatment of a substrate having good impregnation into a substrate of a lignocellulose-derived material or the like, dimensional stability and water repellency effect, and to provide a method of producing the same. SOLUTION: The aqueous water repellent for the treatment of a substrate comprises a product which is obtained by hydrolyzing (A) an organosilicon compound represented by general formula (1): (R<SP>1</SP>)<SB>a</SB>(OR<SP>2</SP>)<SB>b</SB>SiO<SB>(4-a-b)/2</SB>, wherein R<SP>1</SP>is a 1-6C alkyl group; R<SP>2</SP>is 1-4C alkyl group; a is 0.75-1.5; b is 0.2-3; and a and b satisfy 0.9<a+b≤4, mixing the hydrolysate of the component (A) and (B) 0.5-49 parts by weight of an amino group-containing alkoxysilane or its partial hydrolysate and further hydrolyzing the mixture in the presence of an organic acid or inorganic acid, and removing an alcohol by distillation so as for the content of whole the alcohol in the system to become 10 wt% or less.
