A method for encoding and decoding a video signal is provided to efficiently manage a memory temporarily storing pictures which will be used for inter-layer prediction, by using an MMCO(Memory_Management_Control_Operation). Bit streams of a first layer are generated by encoding a video signal. Bit streams of second layers are generated by encoding the video signal as using previous layers, wherein information related to layers necessary for decoding the next layers is selectively recorded in a header of a slice of each layer. Bit streams of a first layer are decoded. Bit streams of second layers encoded by using previous layers are decoded, wherein all pictures of previous layers generated by decoding are stored in a memory and the current layer is decoded by using the pictures stored on the memory.
