<P>PROBLEM TO BE SOLVED: To provide a photoelectric conversion element capable of optically connecting an element and an external waveguide efficiently and directly, and suppressing damage and fouling of an element, and to provide its manufacturing method. <P>SOLUTION: A photoelectric conversion element (1a) comprises an element layer (11) provided with an optical function for light emitting and/or light receiving from one surface (S), and a waveguide layer made of resin (12) which has a core (121) and a clad (122) surrounding the core part (121) which is made of resin by which are joined to the surface (S) of an element layer (11) and optical connection is made with an element layer (11). Further, with this element, it can have a pad part (14) which is an electrode part by which electric connection will be made with an external electric circuit, and a pad section (14) can be arranged to an opposite side over the surface (S) of an element layer (11).
