PROBLEM TO BE SOLVED: To surely provide appropriate disaster prevention information, even if a communication means is not available, in an occurrence of disaster. SOLUTION: The disaster prevention information providing server SV is connected to portable terminals MTs via a communications network NW. The disaster prevention information providing server SV searches, upon reception of the location information indicating the disaster prevention information acquiring location from the portable terminals MTs, at least one place of refuge in the neighborhood, on the basis of this location information. Here, the disaster prevention information, indicating the searched places of refuge on the map, is generated. The generated disaster prevention information is transmitted to the potable terminals MTs requesting the information. The portable terminal MT stores this disaster prevention information in the memory thereof.
