PROBLEM TO BE SOLVED: To provide a long-life electrostatic latent image developer giving bright colors in a development of a high-speed electrophotographic printer, to provide a carrier for an electrostatic latent image developer and a method for manufacturing the carrier to obtain the above electrostatic latent image developer, and to provide an image forming apparatus using the electrostatic latent image developer. SOLUTION: The carrier for an electrostatic latent image developer has at least two layer of resin coating layers on the surface of a core material, wherein the resin coating layers comprise a coating resin having a siloxane bond and containing an organic metal compound and a conductive material. In the two or more resin coating layers, the ionization potential of a metal constituting the organic metal compound included in the innermost layer is less than 7 eV, while the ionization potential of a metal constituting the organic metal compound included in the outermost layer is 7 eV or more.
