PROBLEM TO BE SOLVED: To provide a locking device capable of reducing the number of components to lower costs. SOLUTION: A locking hook 4 capable of freely changing a position to a locking position regulating the opening of a steel lid 1 by engaging with a holding frame B and an unlocking position disengaging the engagement from the holding frame B is provided to a locking device body 3, the locking hook 4 is constituted by operating an opening and closing fixture in an operatable manner, the locking device body 3 is formed in a cylindrical shape extended so that it can cover over the back side from the front side of the steel lid 1, a mounting hole section 23 is formed in the way to the center hole 17 of the locking device body 3, and the locking device detachably mounting a nut member 7 interlocking the opening and closing fixture for opening the steel lid 1 with the mounting hole section 23 is constituted.
