PROBLEM TO BE SOLVED: To provide a fluoroelastomer fuser member layer reducing or preventing a surface failure including aggregates in forms of a dot and a snowflake, functioning satisfactorily as a fuser member, and preventing the impairment of other properties and desirable characteristics of the fuser member layer. SOLUTION: The process for manufacturing the coating for a fuser member according to the present invention comprises (a) a step of producing a coating liquid by mixing and reacting a fluoroelastomer, a cross-linker, a polar solvent and a fluorinated blend comprising a fluorinated copolymer surfactant and a fluorinated polydimethylsiloxane additive, and (b) a step of forming a coating for a fuser member by applying the above coating liquid to the fuser member, wherein the fluorinated copolymer surfactant comprises a copolymer selected from the group consisting of a fluorinated acrylate copolymer and a fluorinated polyether copolymer, and the fluorinated polydimethylsiloxane additive has a fluorinated pendant group.
