PROBLEM TO BE SOLVED: To provide an ethylenically unsaturated group-containing fluorine-containing polymer having low refractive index, and excellent scratch resistance, coatability and durability; and to provide a method for producing the polymer. SOLUTION: The ethylenically unsaturated group-containing fluorine-containing polymer having≥40 mass% fluorine content, and≥10 mass% solubility in methyl isobutyl ketone at 25°C is obtained by reacting a hydroxy group-containing fluorine-containing polymer obtained by copolymerizing a small amount of a hydroxyalkyl alkenyl ether and an alkyl alkenyl ether with a perfluoro(alkyl alkenyl ether) as a main component, with a compound having one isocyanate group and at least one ethylenically unsaturated group.
