PROBLEM TO BE SOLVED: To provide a headrest avoiding difficult assembling work and/or manufacturing work by effectively utilizing a conventional configuration and realizing rapid work, requiring no new training, wherein a manufacturing facilities are updated at a low cost and degradation of the economic performance is avoided, with less loss in the facilities and/or materials. SOLUTION: The headrest moving device to elevate and forwardly tilt a headrest is constituted of members embedded in a seatback, and each of the members includes: a link mechanism pivoted by a frame; an elevating/lowering rod 4 on one side pivoted by one side of the link mechanism; a movable plate 2 pivoted by the frame to perform elevation and forward tilting of the elevating/lowering rod 4 on one side; a headrest mechanism 30 fixed to the elevating/lowering bar on one side; an elevating/lowering rod on the other side pivoted by the other side of the link mechanism; and a waist pressing plate pivoted by the elevating/lowering rod on the other side and pivoted by the frame.
