PROBLEM TO BE SOLVED: To provide a coin payout method and device capable of paying out coins quickly and of effectively using a capacity of coin retaining bowl when the remaining quantity of coins in the coin retaining bowl is small, and to provide a coin input output machine capable of dispensing the specified number of specific coins quickly. SOLUTION: In the coin dispensing apparatus, a rotary disk is rotated in a forward direction, coins are dispensed one by one by sorting them out, and after dispensing the predetermined number of coins, the rotary disk is stopped by a stop apparatus. When the rotary disk stops, the coin dispensing apparatus and coin dispensing method rotate the rotary disc for the specified number of times in the forward direction and in a direction opposite the forward direction.
