PROBLEM TO BE SOLVED: To provide an electrostatic latent image developer carrier and an electrostatic latent image developer that are superior in environmental stability in charging, even at high-temperature/high-humidity and low-temperature/low-humidity conditions, without being affected by spent condition of toner components, exhibiting rapid rise in the charging and stable charging properties over the use for a long period of time, having no fogging and small amount of toner scattering, and capable of stably obtaining satisfactory images without unevenness in the image density. SOLUTION: The carrier for developing electrostatic latent image has a resin-coated layer, containing a quaternary ammonium salt compound on the surface of the core material. A titanium compound is added to the surface of the carrier for developing electrostatic latent image. The volume resistivity Rt of the titanium compound and the volume resistivity Rc of the carrier for developing electrostatic latent image as a whole satisfy the relation of expression (1) which is 0.001<Rt×Rc.
