PROBLEM TO BE SOLVED: To provide a rolling bearing having a long rolling fatigue life even in the case of use in such an environment that water is easily intruded into lubricating oil. SOLUTION: An inner ring 1 and an outer ring 2 composing a ball bearing are composed of a stock made of a steel in which the detected number of oxide nonmetallic inclusions with the average diameter of≥10μm is≤20 pieces per 3,000 mm<SP>2</SP>. Then, the austenite grain size Sγin the surface layer part forming their orbital planes 1a, 2a and the maximum grain size Sc of carbides present in the surface layer part, satisfy the expression of Sγ-15Sc+2≥0.
