PROBLEM TO BE SOLVED: To enable the presence or absence, and the amount of a photocatalyst exhibiting the functions to be judged precisely from the appearance when the surface of a base material is subjected to antibacterial and deodorant treatment; and to enable the excellent antibacterial and deodorant functions to be exhibited without damaging the appearance, touch/feeling of the base material by the antibacterial and deodorant treatment. SOLUTION: The agent for antibacterial and deodorant treatment, obtained by dispersing the photocatalyst exhibiting the catalytic activity by the irradiation with ultraviolet rays and exhibiting the antibacterial and deodorant functions by being coated on the surface of the base material in water or an organic solvent contains an organic fluorescent agent emitting fluorescence by the irradiation with the ultraviolet rays in a prescribed proportion.
