PROBLEM TO BE SOLVED: To avoid breakage of the whole shock absorbing panel by absorbing and reducing shock load by an outer panel to realize a protection function securely. SOLUTION: A resin-made inner panel 13 and the resin-made outer panel 15 for receiving shock load are integrally connected so as to have a hollow part C2 in the inside. A plurality of projecting parts 17a and recessed parts 17b are formed on an outer panel opposing face 13a of the inner panel 13. A plurality of recessed parts 19b and projecting parts 19a are formed by corresponding to the projecting parts 17a and the recessed parts 17b of the inner panel 13 even on an inner panel opposing face 15a of the outer panel 15. When the outer panel 15 receives shock load, the projecting part 19a of the outer panel 15 and the recessed part 17b of the inner panel 13 are brought into friction-contact, and the projecting part 17a of the inner panel 13 and the recessed part 19b of the outer panel 15 are brought into friction-contact.
