PROBLEM TO BE SOLVED: To miniaturize a ring cutting-device capable of manually cutting out the ring such as a washer every required number of pieces by simplifying the structure and requiring no driving source. SOLUTION: The ring cutting-out device comprises a magazine 18 and a plurality of guide bars 20a to 20d which hold a plurality of rings 16 laminated in the longitudinal direction, a lever 46 pushed down by the hand of an operator, a guide pin 60 engaged with a link plate 50 and a guide groove 58 which is connected to the lever 46 and converts the vertical motion of the lever 46 to the horizontal reciprocating motion, and a pusher 34 which pushes the ring 16 along the cutting-out face 36 by connecting to the guide pin 60 and moving horizontally.
