PROBLEM TO BE SOLVED: To provide a data coding apparatus or the like which requires only a short processing time and a small memory capacity and exhibits high compression performance.

SOLUTION: The data coding apparatus 1 includes: a prediction section 11 for calculating a predicted value of target data on the basis of data having been already read; a subtractor 12 for calculating a predicted error being an error between the target data and the predicted value; an absolute processing section 13 for applying absolute processing to the predicted error; a flatness detection section 14 that detects number of predicted errors subjected to absolute value processing consecutively reaching a prescribed threshold value or below by each of a plurality of threshold values and sets a code length object by each threshold value in response to whether or not the detected number is a prescribed run length or over; a k parameter determining section 15 for determining a code length of a fixed length coding part on the basis of the code length object by each threshold value; and a Golomb-Rice coding section 16 coding the predicted error subjected to absolute value processing divided into a variable length code part and a fixed length code part in response to the determined code length.
