PROBLEM TO BE SOLVED: To enable the work of defining a topic interval from an image to be implemented more efficiently than the conventional techniques. SOLUTION: A device for creating image topic interval information for defining topic interval information from among inputted images comprises an image input part 1 for inputting image data, a basic topic interval information definition part 2 for specifying one scene interval from among the inputted images and defining it as a basic topic interval, a similar scene interval search part 3 for searching a scene interval which is similar to the basic topic interval in image characteristics from among the inputted images, and a topic interval definition part 4 for defining the searched scene interval as a topic interval.
