PROBLEM TO BE SOLVED: To provide a method for manufacturing steel having excellent surface property capable of effectively reducing the rate of scab formation which cannot be reduced only by a conventional countermeasures. SOLUTION: In a steel manufacturing method in which a steel slab is heated to the temperature of≥1,170°C, and hot-rolled, the error of the installation height of a conveying roll of a conveying table with which the steel slab after the heating is first brought into contact is set within a specified value, and the steel slab is cooled on the conveying table before the surface layer temperature of the surface in contact with the conveying roll reaches the temperature not higher than the specified temperature.
