PROBLEM TO BE SOLVED: To provided a control device for water treating operation in a water treatment plant injecting ozone into treatment-object water for ozone treatment, capable of effectively suppressing formation of bromic acid in the ozone treatment, based on the formation characteristics of bromic acid. SOLUTION: In the water treatment plant for performing ozone treatment to treatment-object water, the concentration of formed bromic acid in an ozone treatment facility 70 is predicted based on the quality of the treatment-object water and ozone injection data. The control device 10 comprises calculating means 21, 22 of an optimum flow rate of the treatment-object water in the ozone treatment facility 70 corresponding to the prediction, and a means 23 controlling water conveying pump 71, 77 based on the calculated flow rate.
